Stan didn't KNOW, because he wasn't writing it.
Ditko was already souring on ideas Stan tried to give him - like this issue - a repeated villain from another comic (written by Kirby)... with a crossover hero from another book...
Are you sure that Stan even wrote these? I bet this was farmed out to (pardon my fading memory and no disrespect intended) what’s her name?

Hey Tom! I think it's reasonable to assume the tape was placed to repair/stabilize a split (which is far and away the most common reason tape is placed along the outside spine). My personal estimate was for an 80% split, since the taped portion of the spine appeared to be about 8" long.
Well, a 1.5 allows for a LOT of defects - the Hulk was my only Bull, overgraded the rest.
