the last two seem to have the plans and the power to shape the future like X and Mags, but they often are doing it more subtlely and we only see them every-now-and-then when a writer feels like talking about them

The Prog and Magneto undeniably have the greatest effect on mutant society. I picked Franklin because of his power. And I picked Beast because he is my favorite :) Oh, yeah. And I think he is most likely to develop a "cure" for the mutant gene which would have a huge effect on mutant society.
