This book and it's odd cover has been discussed recently in the Timely thread.  

Perspective issues with the block and tackle pulley aside, part of the problem is Bucky's anatomy...

Alas, I've seen turtles that couldn't pull their heads that far into their shells!

Of course, any Cap cover featuring The Red Skull gets bonus points!
