How do you decide a price for double covers?

I have 1 comic that if I CGC-ed it I would be tempted to tear the cover off, but I don't think I could do it.

 

It is a Blackhawk #29 (only CGC copy is 1.5) with a horrible outer cover with writing and coloring, while the inner cover is much nicer with only a light (possible) water stain to pull it down.
