It does say for 3 cents you can get an enlargement.

I love how the villian is constantly shown with his legs spread akimbo, perhaps foreshadowing the evilness to come.

 

I recall Wertham's caption under this picture read something like, "Children told me what the man was going to do with the red hot poker!"
