It most likely is. Patrick is the anglicized version of Padraig, which is shortened to Paddy. Paddy was also used as a slur towards the Irish in general, and the thoery goes that since a large percentage of the police forces in major U.S. cities were Irish, they coined the vehicles "Paddy Wagons."
