IT IS a trooper cover.

 

They made Batman's costume the same colour as his face, making him seem nude. A production mistake I'm sure.

 

These serial episodes came out to cash in on the Bat-craze of the mid-sixties. They were released by Columbia Pictures who produced the original in 1943.
