grading comic/mag with included flexi-record

Can a comic/mag such as Nexus #3 B&W (1981) which has an internally attached 33-RPM record, be encapsulated?

We can't certify comics that are completely black and white. Otherwise this comic can be graded and certified by CGC.

Does this include covers? I have a French Canadian ASM 238 with a B and W interior, but the cover is normal.

The concern is that the comic may be easily reproduced, so a comic with a color cover or other unique factor can be graded, but a comic that is completely black and white printed on plain paper cannot be graded.
