Fu Manchu appeared in 1938 and 1939 issues of Detective Comics, but wasn’t really featured by anyone else in comics after that until 1951 by Avon, likely due to China being an ally of the US against Japan in World War II, and thus companies like Quality, Columbia, and Eastern Color decided to feature what was said to be the more Chinese-friendly character of Charlie Chan.

Actually, Fu Manchu was a popular featured character in Detective Comics from issue #1.  The first issue, from early ‘37, prominently featured the diabolical doctor on the cover.  In pulp literature and films of the 1930’s, Dr. Fu Manchu and Charlie Chan were both quite popular with the public.  Of course, it could be argued that bias may have been involved in Hollywood producers only hiring Caucasian actors like Boris Karloff and Warner Oland to portray Asian leads in feature films, but those were different times.
