I'm sure it's a sore point within the halls of PSA. ;) At the time, it was their first card graded, and probably was given the benefit of the doubt, is my guess. Whole book's been written about it -- who really knows except a handful of people.

 

As to why it could be perceived as still greater in value, it's largely because it has no comparable peers near its overall appearance and condition -- trimmed out of a larger strip, though it may be. Add that to the notoriety, and there you go.

 

Personally, if I could afford a Wagner, I'd rather have one of the Sweet Cap backs in a lesser, but appealing grade.
