I've been here a while, I just don't post much

 

I did a bit more research. The comic is Brazilian (so, yes, it's in Portuguese), and ran from 1940 to (at least) 1956 as a weekly supplement to Jornal o Diario da Noite. There's a cover gallery here: http://www.gibiraro.com.br/persona.asp?curpage=3&id=79&edicoes= which includes an odd mix of reprints of pulps, Saturday Evening Post and all the comic publishers we've mentioned so far.

I was thinking this was Brailian as well. Here's a wiki page in Portuguese with more info. I can read some Portugues but I assume that google can translate it as well.
