Yes.  Supposedly it was Stan Lee who rejected it.  I'm not sure if that information came from Adams or not.

To me, it should not have been used exactly because of that. It took me a bit to figure out it was x-men. I wouldn't have realized it seeing it on a rack in a store.

Neal's awesomeness is the deal.  It was just the beginning of Marvel limiting his style and inventiveness on both covers and interiors.  After all, this is a company that wouldn't let him do the trapezoidal panels that were such a cool part of his DC work.
