How is it that anyone can post a scan of a slab with cert # not in census

To anyone who could answer this question at CGC:

 

How is it that Sparkle City can post scans of books that are not reflected in the census yet? I'm referring specifically to the new Bakers posted last night. I checked 6 of them, not there, didn't bother to complete the check.

 

For the life of me I can't come up with any type of business process where a customer has access even to an image of the slab before it's entered into the database.

The CGC Census is only updated once a week, so you should use the Certification # Lookup (at the bottom of the homepage) to verify certification numbers that may have been shipped in the interim.
