Manufacturer errors - Blue label, or GLOD?

Why is it some manufaturer errors get the blue Universal label and other, similar one get the green Qualified label? Venom "Black" errors get the blue Universal label, and books with one ink colour not printed on get the Blue, yet I saw a Cable #1 printed without the gold foil on the cover in a green Qualified holder.

 

Shouldn't all errors of the same sort get the same designation?

The Venom #1's get called a variant because there are many copies that have it, and it is such a large price difference. The Qualified label goes on to books that are missing something (ink, foil, pages, etc). If there are blue label books that are missing something, it is wrong and should be a green label. Blue labels are given to error-type books when there is something added to what is already there (multiple pages, multiple covers, double foil stamp logos, etc).

There's a book that's been blue labeled a few times that's missing the price and UPC code. It's an error book. UXM 302. It's listed as a variant, even though there are only a few confirmed copies. Shouldn't it be a green label?
