Treated tissue inserts?

It is my understanding that the thin tissue you insert in the front and back of each book when it is slabbed is treated to protect the comic from acidic vapors from the paper. First, is that correct?

 

If it is correct, what is the material that is used to protect the comic?

 

Finally, is that material commercially available and could it be used to protect comics that are not valuable enough to slab yet?

The paper we use is micro chamber paper that helps to draw harmful gasses away from the comic and reduce the bleed between the covers and the interior of the book. CGC does not sell the micro chamber paper.
