I think Robin is victim more then anything else to "lazy artist syndrome" A certain type of compostion for a drawing will involve something in the foreground very close up called a "Leap over device" These are used as a way to add depth to the picture and and make you "leap over" an object to get into the picture. It draws you in. Its only one type of compostional element, but it looks like Shelly uses it a LOT instead of comic up with different ideas. He probably was just dropping robin in the corners to help the cover feel balanced & didn't even realize what a bizarre legacy he created!

Batman: "Never mind that, get moving before we're all covered in [#@$%!!!]!"

 

Robin: "Screw you, you're the one who has a full costume! Besides, I want equal billing on the covers, you Bat-PrimaDonna!"

and Robin in the corner also served as a narrator of the shocking events pictured on the rest of the cover, of course that begs the question of why the editor felt the artwork was unable to convey that info without redundant "Holy Smokes" from the Boy Wonder...
