The thin and thick are identical in every aspect except thickness. You can use either or. CGC uses the thin ones, where as I have used them both. Some books I want to provide a little more rigidity so I go with the thick.

 

The smaller sheet (5.5 by 8.5) still provides someone the protection of using the paper, but at less cost. It is still as effective but just a smaller sheet. One would assume they would have to replace that sooner than say the bigger sheet. It just allows someone to get it and use it, where as their budget might not allow them to use the other sizes.
