Color Touch on New Label?

I thought color touched books received a purple "strip" on the label? Is this an exception to the grading standards for a full blue universal?

 

Depends on the date of the book. There's a certain cutoff where if the book is before a certain date (1945?) it gets a blue label with the restoration noted.

Small amounts of glue and maybe small amounts of CT.
