The census is not an end all be all quantification for books. It's a guide that, in theory, speaks of "relative scarcity" of books. There are more copies of virtually every book raw than there are graded, Action 1, Det 27, etc.

I have a coverless Mister Mystery #1 with the front and back covers of a The Thing #2 taped to it. Should I separate the two or leave them be?

There's a seller on eBay who offers replicas of public domain comics, such as Mister Mystery, and I believe, The Thing.  Thethreeauctioneers, whom I've bought from.  See if he has one or either of these books available.  If so, you could very carefully use a razor to cut through the tape and separate them.  Obtain the correct cover and/or interior, and mate them.  Now they won't be worth much to re-sell, but they aren't anyway as they are now, and you would have two separate and correct readers.

My CoC run, 25 of 26 issues.  I don't have the final issue because it was simply a reprint of an earlier one, and I though the cover looked st00pid. 

Not being the greatest photographer, here are two scans so that the top and bottom rows are visible.
