I managed to ask Simonson and this was his reply:

 

I can't be sure, but I think this isn't by me. Some of it looks like lines I might draw. I'm inclined to think it's a copy of one of my sketches. The signature in particular does not look like mine, especially on the right side. So I'm not 100% certain, but it seems unlikely.

Yeah, I didn't like that Darkseid but by the time I saw it, it was sold. The screwiest thing about it is the reverse side - that circular stamp seems to be the hallmark of someone trying to pass off their work as Kirby.  Ernst S Raab?  Is that whose art we're looking at?

I'm not sure what the story is here. I wouldn't have rendered an opinion about it one way or the other, but the original was reproduced in the Art of Jack Kirby book and it had no foxing on it, and it isn't yellowed there. So it would be weird if someone had let it get damaged like that in the last 20 years. EDIT: It's a print.

Sure passed it off as original pencil in the description. Who the hell was the high bidder at $405?

The description only says “hand drawn,” but without specifics. It’s poorly/cleverly written, too, in order to create subject verb confusion so people can’t really say it’s signed by Jack Kirby, since they threw Cap in there first. Following the language, it was signed by Captain America, and then they outed his secret identity as Jack Kirby! Oh noes!!!!

You can also read it as claiming nothing definitively. Why is eBay letting this go? Odd. I know people here have logged complaints.

You do know that eBay won't pull dubious Kirbys, right?  It's the wild west out there.

I'm  interested in the thought process of planning on sniping a 1970s Kirby pencil piece of Cap and Bucky for $400, but on the other hand, no, I'm not that interested. Carry on.

Also, it's very nice that you're reporting it, but ebay couldn't give a flying intercourse about fraudulent artwork. This will keep showing up for the rest of our lives, so the best thing to do is just try to tolerate it and learn to live with it. Like herpes.

Here's a special one. You get a photocopy of 1/2 of Jack's Demon Heimdall model sheet as well as a Steranko Branko photocopy of a piece that Joel Thingvall owns.  I have always loved Branko's work and find his suggestion of a swinging holiday not at all creepy.

I wouldn't have bothered linking (we are living through a time of waaaay too many forgeries to keep up with), but dude already sold a "Kirby" Hulk, so someone is going to be sad. The broad line work on these isn't the worst I've seen, but he lacks confidence in the detail work.
