HELP: What WWII group, series or book are these from? 1 char is named "Sticker"

Howdy, I recently picked up two original art pages and I am trying to figure out what book and issue this is from.

 

Setting: Washington [DC?]

 

Year: Between 1941 and 1945

 

Characters:

• Sticker - attaches suction cups to his feet and hands and scales a building
  
• Chief - police chief?
  
• Otto - Nazi radio agent
  
• Fritz - Nazi radio agent
  

These may be from the "Radio Squad" series that ran in More Fun Comics, but I haven't found a reference to this story or a Sticker character, and the issues I looked at didn't have this.
