It looks like the page got wet and moldy. I bet you could get that cleaned and it would look pretty good.  I guess that it could be ink; then you're out of luck.

War Victory Adventures 3, bought as Avison, but I'm not too sure. I see Avison in the central figure, but the ones in the foreground are more detailed than his style....

My morbid curiosity made me look up the Spiderman 47 pages he had for sale for next to nothing. Here they are
