Has CGC ever offered a label-only, no slab option? 0

I've seen a seller (not here, on eBay) advertise a book as being CGC graded, but the book is not encapsulated (there is only a label).

I looked up the Certification Number, and it is from 2005; my question is to whether CGC offered some type of "grade-only" option then, or if they have never offered it.

My gut tells me that a slab was cracked and this may, or may not, be the book that was encapsulated in said slab...I just wanted a second (or third, or fourth) opinion.

No. The book was simply cracked out of a slab.  The label is meaningless.
