It's interesting that this cover was done by the same artist who did the cover of issue #19 (Irv Novick).  The renderings of the female forms on the two covers are very different, as is the line work.

The rendering of the lady on #18 is wild. The face, shoulders and (ahem) breasts are rendered with care, but as you move further down her back and waist are pretty hilariously distorted. My personal guess is that Novick was likely swiping from a photo source that didn't show quite enough of her body, and lost the plot a bit as he tried to fill in the anatomy that wasn't there.
