Are these small dots on this 9.6 ASM a low-ink printer thing? 0

See the pics below, there are small white dots on some of the blacks and reds and blues.  Almost like the printer was low on ink or something.  The colors themselves don't look faded (plus I don't think fading would just do little dots?) so I am assuming it is just a printer thing (which I wouldn't care about).

 

Any thoughts?

After looking online it appears that this could be ink transfer?   Still presents nicely I think

Are you sure those aren't on the inner part of the case? I see that from time to time, although the ones in the first two pictures are smaller than usual.

The black blanket is dirty and needs to be washed, it's paper being piled on the blanket cylinder
