Will a book with a replacement cover get a .5 or NG? 0

I wanna submit my Amazing Fantasy #15, however it is coverless. I will be submitting it with a replacement cover. If I get a universal label, it will be a NG right? 

How about if I get a Restored label, will I get a .5?

A replacement cover - like a reproduction - on a coverless book will get a NG. An original cover off another copy of AF 15 would get a married cover, qualified grade.
