chadpdodge
Quick question. When it only gives you the option to select a Value grading tier during submission of a modern book: is that because the book is not entered into CGC's system yet. Do they not have any info on the submission and thus need to do some background on the book? Moreover, the processing of these are significantly more costly and submission times take much longer. There is no reason to submit modern books at Value level since the max value is the same for both categories and one takes twice as long and cost more. Not sure if CGC would let you know if you submitted moderns at the Value level or not.
Red_Hood
If the publishing date is before 1975 and you are using the automated on-line system, it will default to the appropriate tiers and not let you choose Modern tier. If that isn't the issue then call CGC customer service.
