How does CGC deal with Extra Paper (added pictures)

How does cgc deal with extra paper? I have a marvel age 41 that has extra paper on the last page. It has been folded inside so nothing is sticking out. The fold line is lined up so perfectly with the edge of the book that I think even the fold is from the manufacturing process. I left the book at work so I don't have a picture to show until tomorrow. 

I know I've seen 9.8s with tiny amounts of extra paper on the cover but my book has about a inch extra on the bottom and outside edge of the last page. 

Hopefully some of you have some thoughts.

Cool! I feel like I've seen this before, with books I had when I was a kid (no idea if I still have them, or if they were part of the purge I had to make when my childhood home was sold). Glad to learn it wouldn't affect grade. And grats on the 9.6!
