It's more alarming that it's a lukewarm cover of an early Torch-centric Strange Tales than it is alarming that Dr. Strange isn't featured on the cover.  The issues preceding 110 offer some of the most beautiful covers of the Silver Age, particularly 101-105, and 107-109.  

At that point, who knew that Dr. Strange was anything more than short story filler in an anthology title.

For me, the awesomeness of Ditko's interior art and the origin and powers of the character make Dr. Strange one of Marvel's most enjoyable heroes.  That, in turn, makes ST #110 a major Marvel key for me, regardless of the cover art.

Same reason Spider-man and Thor were put in tryout magazines, Superman didn't appear again on a cover until Action #7, etc, etc.

These were garbage mags meant to be thrown away. Nobody knew Dr. Strange would have a movie that everyone would have to cash in on 55 years later.
