Universal means that is the grade on the book with no restoration or qualifier present. Qualified means there is a defect or sorme other factor CGC would normally knock the grade lower but is ignored. You usually see this on books with a popped staple, missing page or a signature that is not Signature Series verified.  Here's a link desribing the various CGC labels. https://www.cgccomics.com/labels/
