looks pretty legit, or as legit or even a little more than most *COA's (for whatever that's worth to you).  Someone went through the trouble of printing all those labels and sealing them around the books.  Its probably a little bit too late to win the cover art though.  If you look up the signuature with a google search it looks aight. 

 

*COA = Certificate of Authenticity

Lots of books exist with signatures and homemade certificates... very few have anything to do with the original publisher.  Unless "LTE Inc" is officially a part of Marvel, this is just a standard "Home Shopping Network" style method to make more money off comics in the 1990s.  There are dozens (if not hundreds) of similar "LTE Inc" or "Sounds Legit" signature books from that era.  The signatures are usually authentic, though, because there's little or no value added for those signatures.
