Most Significant GA Lead Character Never to Appear on a Cover?

Just curious for your opinions.  I was trying to think who might be the most significant lead character in a GA (30s to mid-50s) feature never to appear on a cover.  Ultimately, I decided it must be Robotman.  He was in Star Spangled 7-84 and Detective 138-202 (by my count that's 141 issues).  That's gotta be the winner, right?  Even Vigilante and Shining Knight got covers on Leading.

I was shocked when I first read it years ago (CBM, maybe?) Yet he's one of the five DC heroes to stay in continuous publication through the superhero contraction that occurred while other genres flourished in the 50's. (Along with the big 3 and Green Arrow). He bounced from title to title but made it from golden to silver age and kept running.
