I didn't realize a surcharge on paypal payments was not allowed.

That's new. Have seen plenty sellers post additional 3% if payment by PP.

PP 3% is only $3 for every $100 received. So It would be another $1,050 on top of the $35,000...If someone needs that 3% that bad or is that cheap. Better off having the asking price posted at $36,050 instead.
