CGC Facsimile Cover. Restortion or NG?

At the risk of having my personal trolls, RMA and Two-piece swoop in and tell me I know nothing about anything as they do anytime I post, I'll mention, hopefully without incident, that of late, I've seen seller on ebay getting insane prices for coverless key issues, like X-Men 1 with a facsimile cover and calling it "restored". One such X-Men 1, coverless, with a repro cover, also available from another seller on ebay, just sold for $6900 about a week ago!

Stapling a cover repro to a coverless book is not restoration, and CGC doesn't consider it and assign a grade to it other than NG blue label, as CQ pointed out. But this coverless/repro cover for 10X the price of a coverless trend continues on ebay, with deceptive wording clouding what it really is.
