What counts as "Up to 2 bindary chips" The line of what is Conservation/Restoration

Hey everyone.

So I recently had a few books graded that had conservation/restoration work done on them.

One of the books had what I thought was more than "2 bindary chips" worth of archival tissue added to it, but to my surprise on the graders notes it stated: "Piece fill cover (Archival material, high quality up to 2 bindary chips) A1". The book is in a Conserved Blue CGC holder and states "Conservation includes: pieces added to cover, tear seals to cover, cover reinforced." on the label.

The pieces added to the book were 1"x1/2" & 1/8"x1/2"at the middle spine, 1/2"x1/2" at the top staple, 1/4"x1/2" at the bottom staple.

So what exactly constitutes as "2 bindary chips" worth?
