If the slab is submitted for regrading, the book will be updated with the new certification number that can be checked under the census. The old certification number will be removed from the census.  However, it is submitted for the new reholder, the certification number will be remained same.

I think the OP is asking about people cracking a slab open to effectively make it a raw.

It will be removed if you send the label back to CGC. In other words, population on popular books will never be popular.
