PGM ASM 40 (how bad are these markings?)

Hello,

Was just referred here after asking in the newbie section as I wasn't sure how to ask? Am relatively new to slabbing but was going through my 25+ year old collection and noticed a copy of ASM 40 having what appears to be a marker used for underlining and some color filling. Undoubtedly this would affect the grade, but wanted to ask you good folk, what kind of grade to expect?

Front cover:

The front cover doesn't appear to have been 'touched' but the back cover is a different story...

Back cover (with markings):

The back cover (section) is supposed to look like this (originally as printed):

But it's not just the back cover, there are interior panels that have been colored:

I hadn't checked all the panels but from these pictures, what kind of grade would be expected? 3.0-3.5? 4.0, on a good day (like all the street lights turning green)? :P Still leaning towards submitting but not sure sure how bad these markings would affect the grade?

I found this B&V #40 on mycomicshop.com. Without the pen marks, this looks to be in the 5.0 range, I'm guessing the marks on the cover took it down a full point.

Your book (without the marks) looks to be a 3.5 or so.  The marks would probably bring it down to a 3.0, imo.

once in the sub 4.0 range, it seems like relatively extensive marking is acceptable.  There was an FF48 CGC 4.5 sold on the boards recently that looked like a typical 4.5 condition book, plus had a name written in HUGE letters in marker across the entire back cover.  This book looks like a 4.0 without markings, so i'm guessing:

CGC 3.5

That book looks terrible. It looks like the ink marking are smeared. Maybe an attempt at removal or an overzealous press ? IMO, that book is a 2.0 and I still would not want it.

It's not your typical 4.0 Betty & Veronica #40, that's for sure. Defects like this is one reason why there are major price swings in books of the same grade.

If a book can't fetch the same price as others in the same grade, maybe it shouldn't be graded as high ?
