Detective Comics #36 early grading, tape, etc

I'm looking to get my Tec 36 into a new holder - scratched, wavy label, couple little chips floating around in there . My question is should I re-sub or just re-holder.

Book was graded in the 1st few months (4/4/2000) of CGC existence.  CGC changed their stance on tape in 2013 could that affect things? PQ maybe goes from CR to CR-OW?

Notes = Bottom Spine Piece Out
Full Bottom Spine Tape
Full Center Spine Tape
Full Top Spine Tape
Interior Multiple Piece Out
Left Top Back Cover Chews
Right Bottom Front Cover Crease Breaks Color
Staple Multiple Weak
Staple Tape on Interior
Top Front Cover Tear
Top Spine Piece Out

I believe if you send this in, no matter to regrade or reholder, it will be regraded because of the tape situation. In all probability that tape is holding the cover onto the book. CGC has changed their stance on tape and a regrade will probably result in a detached cover and a much lower grade. I would leave it alone. No arguments, no pleading, just listen to me and leave it alone.
