I’m trying to find a GL comic I had when I was a kid. I think it was a beaten down Sinestro traveling across a desert or a wasteland near death. Did that ever actually happen?

No the actual story on the inside.

I've read Twilight Dawn I & II and GL 48-50. None of those have the story scene I’m talking about.

No, the stories in (DC superhero) comics are fictional.

But seriously, it doesn't ring a bell and I don't think Sinestro even appeared much in GL (v.3). There are large chunks of the series I haven't read, though.
