Hands down, it's Armless Tiger Man. Can't see how anyone else even comes close.

He couldn't put his hands down though Ryan. Or up, come to think of it.

The greatest supervillain in any universe is Death.  No one outruns it and only comic books can reverse it.

Death is a super hero because you find out hey I am not dead I am an immortal consciousness that discards bodies like suits.

In a super-hero universe, everyone seems to recover quickly from Death, and so little more than a minor inconvenience.

Unless you're Uncle Ben.

Or, is he back now as well?

Which reminds me about Death's greatest nemesis; Aunt May.  She's proved simply unkillable.

She’s the female version of Hobbes.  She refuses to accept it, so she lives on.

To be literal about the OP's thread title; 'greatest ... all-time ... any universe...'

Darkseid and Thanos tend to focus solely on one universe, whereas the most devastating threat faced by multiple universes is more likely that of Mobius, The Anti-Monitor.

Uncle Ben will be back as spider sumthin just wait.  Aunt May would be unkillable, even by Thanos due to extreme plot armor.  Avengers should hire her immediately.  Her name could be Deathless.

They could make Mr Super Death-a guy who threatens the entire Bultiverse.

But who needs hands Steve? Especially when you can wield a hammer with your toes. I mean, just look at him go.

He also looks a bit like Richard Nixon, so there is that...

I'd rather not. Especially when it comes to how he wipes up afterwards :p

Did former Howling Commando Junior Juniper stay dead?

Legitimate question.

Flippa Dippa-where is he now?  A guy who wears full scuba outfit including flippers at all times just in case there might be trouble underwater somewhere.
