Difference between 9.8 and 9.9 1 1

Outside of the astronomical price difference, what is the difference in .1 percent. I have a really good copy of something I just sent in and I'm praying 9.9 and 9.8 would be enough.

I am of the opinion that there are some 9.8s that look superior to 9.9s and any grader would be hard pressed to pick out the 9.9 if it was sitting in a pile of 19 other 9.8s ungraded...i would say a better question would be the difference in a 9.9 and a 10?...
