Agatha enjoying slamming Wanda into the walls of her rune, killing her make-believe dog, laughing while forcing Wanda to be re-tormented by her past, holding her kids hostage for information, clearly jealous of Wanda's power, constantly lying and manipulating... all signs of being quite benevolent, right?

Wanda cannot use her powers without moving her hands around and building up with a few seconds of red hex magic so I don't know what you mean here.

she created vision without her hands, the hex and everything there just emanated from her

And she has no idea how she did that to the extent that when asked by Vision and Agatha she claims she didn't do it, despite the fact that she did.  Whatever the limits of her powers actually are she doesn't understand at all, and since the moment we saw her create the hex she's been using them in the exact same way she always has--hands up, magic appearing in the hands and eyes, and there's a several-second wind-up.  She may eventually unlock what she did in that moment of grief--probably with Agatha's help from here on out--but for now she can't duplicate that at will.

When Agatha [not Agnes] turns and winks at the camera, for whom is she performing? Who is the intended audience of her theme song? What the heck is going on in this damn show? Is it too meta-clever for its own good?

She's winking at you.

She's Joan Crawford.

which is exactly why she is dangerous...she changed the nature of the area and people without meaning to or knowing how

Agnes was aware

Yep, clearly she has been playing along for her own purposes, whatever they may be.

E8 *supposedly* explained why *Wanda* created Westview, The Vision, the children, etc.

E7 & 8 did the same for Agatha's part, at least, in part.

But why the broadcast? What is the purpose of the broadcast? Who is the audience?

Again, when Agnes looks at the camera, which she has done multiple times, within the MITM trope & otherwise, whom does she expect to see it?

Why would she reveal herself to the world -- the world outside of Westview?

Were the events in her basement broadcast? How about when Vision went on his adventures to the barrier, then back with Darcy?

Recall, he was being interviewed in the circus.

Exactly. Since it's obvious that Wanda is/was oblivious to the "show" being broadcast, she is also then oblivious to the commercials which are supposedly pointed right at her.

So again, for whom are the shows and the commercials intended?

Easter eggs and pointed references all pointing... nowhere?

It will be really interesting to see how they explain the Wandavision broadcast within the storyline.

Agnes is indeed more self-aware of the broadcast than is Wanda.  Maybe we are seeing some dissociative or split personalities within Wanda?  I've previously thought the commercials within the broadcast could be a sort of cry for help, maybe from the part of Wanda that recognizes this is not real and that wants to wake up.  Similarly we see the Westview Vision have a lot of apparently- independent agency, moreso than what would be expected from a simple imaginary construct of Wanda's.  Maybe as others have speculated, Wanda has carried a part of the Vision's essence with her since Infinity War, and it is this essence that is acting out as the Westview Vision construct, and also is prodding Wanda's subconcious to wake up from her fake sitcom life in Westview.  This would mean the signal Darcy has intercepted is just a spillover/byproduct  of the actual war going on inside Wanda's mind.

An unconscious spillover-broadcast has been my assumption. The idea of The WV Vision being a download from a previous upload into Wanda's mind works for me, too. It also suggests the download will upload into White Vision, resurrecting an all new corporeal Vision, 1/3 fewer calories.
