The Waynes. Uncle Ben. That's the list. Bucky was the only other character generally recognized to be a permanent member, but, well…

Original Valiant had a policy of "dead is dead" and they never brought Torque back. New Valiant started with the same policy and they haven't brought Flamingo back. Whether they still have that policy is to be determined. But any time you have an adjacent realm where the dead roam around there's room for anything to happen.
