It doesn’t seem like there will be on site grading but if not will their be witnesses for any sigs I may get???

you can check the CGC website to see which conventions CGC is going to.  If they're going to a given convention, that means they will provide witnesses at their booth. 

If CGC is not going (and even if they are), you can check the signature subforum to see if any signature series facilitators are going, you can contact them and they can (in theory) help you get your stuff witnessed (probably for an additional fee).
