This is a question for anyone that creates their own overlays for cover title stats or missing word balloons; can you recommend where and what to buy for the clear overlay material? I have a few modern pages with no lettering that aren’t worth much so it doesn’t make sense to pay a pro a lot of money to do it but I would like to mess around and create my own word balloon overlays.

I've never worked with it.  But I have a piece that was worked on.  The results were pretty good.  I suggest you look at Dura-Lar.  I think the main advantage for your purposes is that it has a workable surface.

I recommend the clear Dura-Lar.  The matte Dura-Lar has a slight frosted look to it.

I just cut a mylar sleeve when I use mine.  It's archival, its super clear, and it's stiff.
