Soundly defeats my Google-fu, which is formidable.  

High-contrast art reminds me of Phil Hester a bit, but it could still be anybody.

I wonder if it's an unpublished story.

Well there are some clues, but I have yet to find it in some quick searches.

From the story itself, the page was published (or created if it wasn't formally published) after Jan. 1, 1991 but before Dec. 31, 1992.  More likely in 1991, I would think.

The page number is 23 and it looks like the art board itself is dated May, 1990, if I am reading the 5 90 in the upper right hand corner correctly.

Not a lot, but it does narrow it down to two years.  It doesn't necessarily have to be a DC comic though.
