Why does CGC not mention rusty staples in the graders notes?

The general practice for CGC is to only list it in the notes if it affects the grade.  They do not, have never, simply listed all flaws in the notes. I do agree with you that rust should be an exception and noted on the label. It would have been in the notes if it was a higher grade.
