A Future where the drug of choice is a bacteria or mold grown on human skin that then has to be peeled off. Poor people are peeling their skin off for food. Crime syndicates are holding people in cages, covering them in this bacteria, and skinning them alive. Letting them scar up and then doing it again.

Old school voodoo zombies, the brainwashed mind control kind, not the undead kind. 

A meteorite lands, some opportunists happen to be nearby when it does. They race out to fetch it to sell on eBay or whatever, and it gives off a radiation type energy that messes their minds up and they become psycho killers
