Miscut (OVERSIZED) Book Questions

I noticed one of my books, a copy of World's Finest #251, is almost 1/2 inch too long with an all white border at the bottom.  I have other miscut books in my collection but they’re all shorter (or correct size but misaligned covers).  I think the white border represents the end of the roll in the printing process but I'm not sure.  Has anyone seen OVERSIZED miscut books, how does this happen, and is there any added collectibility to this book?
