Uncanny X-Men 317 1st Blink Variants? 0

I have attached a picture of Uncanny X-Men 317 I found in my collection.  It has the silver foil and 2.95 price tag that direct editions have but does not say direct edition.  The newstand that I have seen are 1.50 price tag and have red and not the silver foil stripe.  Anyone have info?  I have tried to use the search feature but came up empty .

Forgot Marvel did regular and deluxe newsstands back then to make extra $$$$$$$$$$$$
